The whole of America was never financially obligated to George the III. The Declaration of Independence was a reiteration of previously held conversations between England and the USA. It was provided as a courtesy and matter of record to proffer the status created by the many hardy peoples that had arrived to the North America shores long prior.

In 1620 The Pilgrims arrived at Plymouth Rock, Massachusetts. They traveled so as to leave the Church of England so there was no allegiance to England.
