I bet Louisiana’s 4th District always beams with pride when they see that their tax dollars are spent wisely on the salary of US Congressman and John C. Fleming, M.D. I am amazed at the care and timeliness of his reports back to his constituents. As always he has a perspective that can not be ignored on the Obamascare/Obamacare/Health Scare/Health Care legislation. America he’s looking out for all of us, not just his district!

Congressman Fleming Introduces Legislation to Handicap Implementation of New Health Care Reform Law

As you may have heard, the House voted to repeal the new health care reform law, but the Senate failed to do so this week by a vote of 47-51.  So, as a recent article in The New England Journal of Medicine pointed out, a step in the right direction is to choke off funding for the new law.

For this reason, I have introduced H.R. 38 to rescind the Health Insurance Reform Implementation Fund, a $1 billion fund appropriated as part of the Reconciliation package to pay for federal administrative expenses at the IRS and the Department of Health and Human Services to carry out the Patient Protection and Affordable Care Act together with the Health Care and Education Reconciliation Act of 2010.

WHAT THIS MEANS FOR YOU:  As of the end of November 2010, $40.8 million of these funds have been obligated to provide for administrative expenses of the Health and Human Services and the IRS to implement the new health care reform law.  By rescinding this fund, $900 million would be returned to the treasury, thereby reducing the federal deficit.

While this represents only a small fraction of the astronomical cost of the new health care law, it would have a substantial affect on implementation as it removes the funding source for administrative expenses in carrying out the laws.

THE DOCTOR’S DIAGNOSIS:  When government-administered health care reform passed Congress last year, the Democrat majority together with the President, raised all sorts of claims like: it would lower insurance premiums, increase health care access and lower costs.  Contrary to these claims, as this law continues to be implemented, insurance premiums continue to rise, health care insurance companies are offering fewer options, some companies will no longer offer insurance, and Medicaid and Medicare are facing significant physician shortages.  The American people have spoken clearly that they do not want government-administered health care.  It’s time to stop implementing this new health care law and choke it off at the roots.  That is why I have introduced H.R. 38, to handicap implementation of this devastating law.

I remain committed to continue to work aggressively in Congress to repeal what I firmly believe to be an onerous and unconstitutional health care reform law and support market-based solutions to our health care needs.

Excerpts from Boehner’s Speech to the Opening Session of the 112th Congress

Jan 5, 2011 Washington– Following are excerpts from Congressman John Boehner’s (R-West Chester) remarks to the opening session of the 112th Congress which will convene today at 12:00 p.m. ET:* * * * * * * * * * * *

“We gather here today at a time of great challenges.  Nearly one in ten of our neighbors are looking for work.  Health care costs are still rising for families and small businesses.  Our spending has caught up with us, and our debt will soon eclipse the size of our entire economy.  Hard work and tough decisions will be required of the 112th Congress. No longer can we fall short.  No longer can we kick the can down the road.  The people voted to end business as usual, and today we begin carrying out their instructions.”

Obama Signs “Mateys in Waiting, Maryanns, Error Forced, Amys & Accosted Guard” Bill

Okay so was this a well thought out plan of division within our fighting forces Bogus POTUS?

As Obama signed the Repeal of DADT inquiring minds want to know where’s the mad rush from the bath houses, drag shows, and bars to the recruiting stations? Was this all about the Bogus POTUS? Was this to protect another background attack on his loose character with Larry Sinclair prior to usurping the Commander in Chief position? Were his staged and false protesters across America rewarded financially? Was this an attempt to garner a second term by appealing to a minority group that truly never requested this bill?

I love my gay and lesbian friends. but I don’t recall one of them (let alone more), anywhere in the United States at a protest demanding this piece of legislation! And not one them has called me in excitement, sent me an email or in any other way celebrated this publicity stunt forced upon America by our legislators. I want to know where are the statistics that reveal an abhorrent amount of discharges from the Armed Forces due to sexual orientation!

Be careful of what you wish for… if a straight gal hits a lesbian, even as the drill sergeant in boot camp, will this be declared a “Hate Crime“,  or if a gay guy touches a straight guy, in the field or on a ship, will this be considered “Sexual Harassment“?

Don’t you dare say it can’t or won’t happen! I remember when the women began going on ship deployments and returning home very pregnant four months later. My husband at the time was stationed on that ship the USS Emory S. Land:

“…Last point is that submarine wives have a lot of history to show that men and women who are assigned to the same ship have sex. The USS Emory S. Land, in her first deployment to the Indian Ocean, had a mixed crew. During that four month deployment more than 80% of the female crew became pregnant. Pregnant women do not get deployed, so the majority of these women were sent back to the States. Leaving the ship short staffed, while waiting for replacements….”

Taxing Over-the-Counter Medications

Under the new health care reform law, over-the-counter drugs cannot be reimbursed tax-free from Health Savings Accounts (HSAs) or Flexible Spending Accounts (FSAs) without a prescription beginning January 1, 2011.

Special Interest Group for IIAS Standards (SIGIS) released a list of the more than 15,000 over-the-counter medications that will soon require a prescription for a tax-free withdrawal from an HSA or an FSA under the new health care reform law:

  • Acid Controllers
  • Allergy and Sinus medicine
  • Antibiotics
  • Anti-Gas Products
  • Anti-Itch and Insect Bite
  • Baby Rash Ointments/Creams
  • Cold Sore Remedies
  • Cough, Cold, and Flu
  • Digestive Aids
  • Pain Relievers
  • Respiratory Treatments
  • Stomach Remedies

WHAT THIS MEANS FOR YOU:  As of May 2010, approximately 10 million Americans were covered under HSA plans for their family’s health care needs.   The Joint Committee on Taxation estimates that this provision of the new health care law will cost American families $5 billion.

THE DOCTOR’S DIAGNOSIS:  Americans need more affordable access to health care, not higher taxes on over-the-counter medication.  For this reason, I have introduced H.R. 5126, the “Helping Save Americans’ Health Care Choices Act,” which will roll back these taxes on over-the-counter medications and ensure that affordable choices will remain available to Americans.

I firmly believe that high-deductible plans associated with HSA’s are a key option for providing affordable health care.  As an article published in the Wall Street Journal earlier this spring put it:   “To a large extent, increased health care spending is a consequence [the fact that] neither the patient, the doctor, the insurance company, nor any government program has incentive to spend health care dollars efficiently.”  High deductable plans associated with HSAs create exactly those incentives, giving families ownership over their health care spending so that they can be careful and informed shoppers.

I will continue to work to repeal what I firmly believe to be an onerous and unconstitutional health care reform law which passed last March and find market-based solutions to our health care needs.

FLEMING HEALTH CARE REPEAL UPDATE Health Care Reform is Paid for by Cuts to Medicare

Health Care Reform is Paid for by Cuts to Medicare
The enormous health care bill signed into law will be largely paid for by cuts to services many seniors depend on. Here is just a sampling of the Medicare cuts, totaling more than $500 billion, to come:

In 2010:

  • Medicare will cut reimbursements to inpatient psychiatric hospitals.

In 2011:

  • Medicare cuts to home health agencies begin.
  • Wealthier seniors ($85K/$170K) begin paying higher Part D premiums.
  • Medicare cuts begin to ambulance services, ambulatory surgery centers, diagnostic labs, and durable medical equipment.
  • Seniors are prohibited from purchasing power wheelchairs unless they first rent for 13 months.
  • New Medicare cuts to long term care hospitals begin.
  • New Medicare cuts to hospitals and cuts to nursing homes begin (FY12)
  • Medicare Advantage cuts begin. Participating seniors will face premium increases, benefit cuts, or both.

In 2012:

  • Medicare reimbursements for dialysis treatments are cut.
  • Medicare cuts to hospice begin.

In 2013:

  • Medicare reimbursements to hospitals that serve low-income seniors will be cut.

WHAT THIS MEANS FOR YOU: When providers get paid less by Medicare for services seniors depend on, many may be forced to decrease their services or close some of their locations just to make ends meet.   This means that seniors may experience a decrease in their access to essential care, which is already a problem for many in rural districts.  The cuts to Medicare Advantage may cause many of these insurance providers to stop offering plans to seniors, forcing seniors back into traditional Medicare.

THE DOCTOR’S DIAGNOSIS: Seniors should not have to bear the cost of health care reform. Instead, we need common-sense health reform that will lead to quality, affordable health care, without breaking the bank, or cutting services to seniors.   We need to repeal the bill.

As this process unfolds, I will continue to work to represent you, bring common-sense to this debate, and work to repeal this unpopular law.
